    • James was a graduate of the University of Pittsburgh (1905) and the University of Pittsburgh School of Law. In 1957, he was awarded an honorary doctor of laws degree by University of Pittsburgh. He served as a Captain in the U.S. Army, American Expeditionary Forces. After the war, he was an attorney, practicing as a partner in the firm of Blaxter, O'Neill and Houston. In 1950, he was President of the Allegheny County Bar Association. He taught at the University of Pittsburgh School of Law for over 30 years. He was also President of the Pittsburgh Board of Education (1954-59).
